Meanwhile, the Raiders continued their late-season charge with a fourth consecutive victory, this time a dominant 56-10 romp over the Tigers last Saturday.
Canberra sits in 11th, four points behind the eighth-placed Cowboys entering Round 22.
The Panthers have made just one change, with Jack Cogger coming in at five-eighth for Blaize Talagi.
The Raiders have regained Owen Pattie at hooker, so Tom Starling goes back to the interchange, and Jayden Brailey drops out.
